UPDATE See: #167917 [Image taken 2.3.21] Blank hoardings on Bridge Lane, York, the ped-cycle route along one side of York Hospital. This very well used link runs between the 'Glass Bridge' (the footbridge with cycle gulleys over the York-Scarborough rail line) at Scarborough Terrace - junction with Grosvenor Road, and Wigginton Road. Usually there are railings which makes it feel safer after dark and later/earlier as you can see through them to the hospital and grounds. However, the temporary hoardings mean you can't see through or over. I assume they are temporary despite there being no information to explain the reason for the hoardings (compare with #165292) or the duration, and no contact details (compare with #165206). There are no lights at this end and the route is not overlooked. The brick wall on the other side adds to the oppressive, unsafe feeling. In the Tfl Temporary Traffic

2.7 Personal safety and security, says:
"Pedestrian provision should feel safe and
avoid creating environments that could
lead to crime or antisocial behaviour.
TfL has a duty to give due regard to
crime and disorder and be satisfied
that traffic management proposals
have been assessed for security and
personal safety as well as the basic
amenity required by the Safety Code.
Consequently, designers should consider
potential ambush points caused by
hoarding, fencing, hidden corners or
where a diversion route is implemented
away from the public highway
When rerouting pedestrians with high
barriers or hoarding, street lighting
needs to be sufficient to illuminate
the footway surface to prevent slips
and trips and, critically, to avoid casting
shadows and dark ambush points
which may facilitate crime. Barriers
and hoarding should be chamfered,
splayed and/or angled where necessary
to prevent hiding places, which may
encourage antisocial conduct."
